City Council Standing Committees

Agricultural Enterprise Committee

This committee is comprised of two Council Members. This committee reviews policies, projects, and programs directly related to agricultural enterprise within the City and along the City’s boundaries in the County’s Agricultural Core. The scope of this committee is broadly defined to include: development of policies and procedures relating to the implementation of the City’s agricultural programs, and property or conservation easement acquisition and implementation.

The committee’s work effort involves staff primarily from the Community Development Department and the City Manager's Office/Economic Development. When agenda items are scheduled, this committee meets quarterly as needed on the first Monday of March, June, September and December at 2:00 p.m.

Budget and Finance Committee

This committee will offer oversight and guidance by providing policy level direction and input on the City’s operating and capital improvement budgets, General Fund Fiscal Model and Development Fee Program.  This committee will also review debt issuance and refinancing opportunities and evaluate potential funding sources for the construction and/or operation of public facilities.  As necessary, this committee may also consider items of significant fiscal and/or financial or budget policy implications, including, but not limited to: comprehensive fee study updates, mid-term budget updates, replacement, pension, or retiree medical funding policy changes, significant updates to City Council finance policies or other items requiring significant fiscal policy direction and input. This committee meets on the first Thursday of March, second Thursday of April, the fourth Thursday of August and the second Thursday of December at 9:00 a.m.

Economic Development Committee
​The scope of this committee will be to review and provide policy direction on the preparation and implementation of an updated economic development strategy.  The ad-hoc committee will review major staff initiatives related to business attraction and retention.  Lastly, the ad-hoc committee will provide direction for planning of infrastructure and public services to attract desired business and commercial growth at focused opportunity sites in the City.

Neighborhood Improvement Committee                     

This committee, with staff support, is responsible for reviewing programs and activities to maintain and improve the quality of life in Brentwood’s neighborhoods and commercial developments. Committee topics may include public safety; property improvements, such as property maintenance, code enforcement, street trees, and streetscapes; as well as behavior which may affect residents and, in the case of commercial properties, patrons and business owners. This committee meets quarterly on the second Wednesday of March, June, September, December at 4:00 p.m

Land Use and Development Committee

This committee reviews items relating to major land use and community development policy topics and citywide areas of interest, including but not limited to: general plan, zoning, permit processing, strategic initiatives, ordinances, and other major matters or projects that could affect Council policy, set precedence, be highly controversial, or result in a significant expenditure of City staff or financial resources. This committee shall include the Chair of the Planning Commission who shall serve in an advisory, non-voting role to the committee.

The committee’s work effort involves staff primarily from the Community Development Department. When agenda items are scheduled, this committee meets on the third Monday of each month at 2:00 p.m.

Planning Commission Standing Committees

Design Review Subcommittee

This committee is designed to review minor changes to Planning Commission project approvals referred to them by Planning staff, as well as specific design elements deferred to the subcommittee by the Planning Commission.

This committee meets 2 times a month (2nd and 4th Thursday) at 10:00 a.m. in the Vista Conference Room, 150 City Park Way, Brentwood.

City Council Ad-Hoc Committees
Brentwood Library

This ad-hoc committee will offer oversight and guidance on the  new Brentwood Library by working with City staff on refining the design of the new Brentwood Library and providing direction on next steps at milestone intervals, working with City staff and the architects, working with City staff on evaluating funding sources/options for construction of the library and by supporting and liaising with the Brentwood Library Foundation where applicable and appropriate. 

This committee meets as needed.

Post Redevelopment Agency/Successor Agency

This ad-hoc committee is comprised of two Council Members. This committee reviews issues arising from the dissolution of the Brentwood Redevelopment Agency; provides feedback to staff and recommendations to the City Council in its role as the Successor Agency to the Brentwood Redevelopment Agency; and reviews polices and recommendations governing the use of any available funds remaining or allocated to the City for affordable housing (previously allocated to the Brentwood Redevelopment Agency’s Low and Moderate Housing Income Fund).

This committee’s work effort involves staff from the Finance & Information Systems Department and Community Development Department. When agenda items are scheduled, this committee meets as needed.

The Vineyards

This ad-hoc committee is comprised of two Council Members and reviews major policies and programs related to matters affecting future development at The Vineyards.  Some of the major aspects of this large, complex project include, but are not limited to, development of a future events center, any needed revisions to The Vineyards development agreement, future development of Pioneer Square, the future Los Medanos College Brentwood campus, and other miscellaneous, major policies related to the project.

The committee’s work effort involves staff primarily from the Community Development and Public Works Departments. Meetings are held on an as-needed basis.
