A rezone (RZ 14-002) to amend Chapter 17.640 (Sign Ordinance) and Chapter 17.645 (Signs on Public Property) of the Brentwood Municipal Code, establishing a series of minor technical changes to enhance internal consistency within the Municipal Code and consistency with State law.

Notice is hereby given that the Planning Commission of the City of Brentwood will, at 7:00 p.m. or as soon thereafter as the normal course of business permits on May 6, 2014, hold a public hearing to consider the following application:

A resolution of the Planning Commission of the City of Brentwood recommending adoption of the Negative Declaration and finding that the proposed 2014/15 – 2018/19 Capital Improvement Program (CIP) Budget is consistent with the adopted General Plan and specific plans of the City of Brentwood as required by sections 65401 and 65402 of the Government Code.

A Negative Declaration has been prepared pursuant to the California Environmental Quality Act, to assess potential environmental impacts.  The range of projects listed in the CIP include:  improvements to roadways; parks and trails; water and wastewater systems; community facilities; and development-financed improvements.

Project sites are not on any of the list of sites enumerated under Section 65962.5 of the Government Code as related to hazardous materials.

The draft Negative Declaration, initial study and copy of the CIP Budget are available for public review and comment for thirty (30) days beginning on March 28, 2014, and ending on April 28, 2014.  The draft Negative Declaration is available for review at the City of Brentwood Community Development Department, 150 City Park Way.

A General Plan amendment (GPA 13-001) to change the land use mix for the majority of Special Planning Area C from Low Density Residential, Medium Density Residential, and High Density Residential to Medium Density Residential.

A rezone (RZ 13-002) of approximately 20 acres from R-1-6 to PD-44, and an amendment to the development standards within a portion of PD-44.

A vesting tentative subdivision map (VTSM 9332) to create 296 single-family residential lots and related improvements within six existing parcels (APN 017-131-026, 017-140-028, 017-160-005, 017-170-007, 017-170-008, and 017-170-009).

The project, known as Palmilla, consists of approximately 60 acres located both north and south of Central Boulevard, between Griffith Lane and the Union Pacific Railroad tracks.

On February 26, 2014, the City of Brentwood issued a Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the General Plan Update.  The NOP provides an opportunity for the public and agencies to provide the City with input regarding topics that should be addressed in the EIR.  The public hearing will serve as the scoping meeting to receive comments, as required by the California Environmental Quality Act.  Comments on the environmental issues that should be addressed in the General Plan EIR may also be submitted.  Written comments must be received by March 28, 2014 at 5:00 p.m.  Copies of the NOP are available at City Hall (address below) and online at: www.brentwood.generalplan.org.

Notice is hereby given that the City Council of the City of Brentwood will hold a public hearing at 7:00 p.m. or as soon thereafter as the normal course of business permits on March 11, 2014, to consider the following matter:

A General Plan amendment (GPA 13-003) to change the land use designation from General Commercial to a mix of General Commercial, Very High Density Residential, and Medium Density Residential; and

a rezone (RZ 13-004) to amend the development standards within the Planned Development No. 21 Zone; and

a Mitigated Negative Declaration, which is available for review in the Community Development Department, has been prepared for this project pursuant to the California Environmental Quality Act in order to assess potential environmental impacts. 

The project site consists of approximately 26 acres located at the southwest corner of Balfour Road and Summerset Drive, which has historically been developed with a portion of an executive golf course and driving range for the Brentwood Country Club.

On February 18, 2014, the Planning Commission held a public hearing to consider the application, along with a vesting tentative subdivision map (VTSM 9360) to create 63 single-family residential lots, a 4.8-acre parcel for very high density residential development, four parcels totaling 6.9 acres for general commercial development, and several miscellaneous parcels for related improvements, and a design review (DR 14-001) for three home plans, utilities, landscaping, and related improvements.  The Planning Commission recommended that the City Council approve the Mitigated Negative Declaration, General Plan amendment, and the rezone.

An application for a vesting tentative subdivision map (VTSM 9354) to subdivide four existing 20,000+ square foot single-family lots to create four additional 8,000+ square foot single-family lots, with a modification to the Density Transition Policy of the General Plan, within an existing neighborhood known as Lexington Park, located south of Rosie Lane and east of Henry Hart Drive.

A Mitigated Negative Declaration has been prepared for this project pursuant to the California Environmental Quality Act, to assess potential environmental impacts.  The draft Mitigated Negative Declaration and accompanying initial study are available for public review and comment in the Community Development Department for 20 days beginning on May 28, 2013 and ending on June 17, 2013.  The deadline for submission of written comments ends at 5:00 pm on June 17, 2013.

RIGHT TO FARM DISCLOSURE

The City of Brentwood has declared its policy to protect and encourage agricultural operations in its General Plan and has adopted a “Right to Farm Ordinance”.
